Job Description: The full-time contract Business Analyst 2 position will work within the TEPO (Project Management Analysis & Coordination) organization in Vancouver, WA. This position will assist with development of process improvement efforts that align the Transmission Project Management Office (TPMO) with strategies developed in the Asset Management and Program Delivery (APMD) Program. This includes requirements documentation for reporting systems used to manage several hundred active projects from project initiation through execution to completion and close-out. The current state of the processes and tools to support this is still immature and there is a strong emphasis on coordination and facilitation for the Business Analyst in this position. The initial effort will be to develop and coordinate the efforts needed to mature the organization and to coordinate the development of cross functional processes and training. This position will work with a team of Business Analysts and Business Systems Analysts internal and external to the TPMO to coordinate the development and maturing of the business processes within TEP/TEPO and setting the standard for Transmission.

Position Responsibilities include:

Translate high level objectives provided by PMO (project management office) leadership into testable, measurable functional specifications
Research and document integrated functional requirements from multiple sources
Analyze and document cross functional workflows
Draft use cases, demonstrating how each class of user interacts with each system function
Assist BPA staff with the prioritization of initial feature development and subsequent releases
Develop effective user interfaces, addressing human factor design considerations
Coordinate and communicate evolving requirements through complete project life cycle
Develop, document, and present detailed enterprise integration plans
Coordinate systems deployments using established project management methodologies
As requested by the BPA manager/BPA staff, facilitate ongoing process development with an emphasis on alignment to the business vision and goals
Proactively coordinate the development of business processes to support the future state vision
Decompose high-level information into details and abstract up from low-level information to resolve solution vs. requirements conflicts. Alert the BPA Manager or other BPA staff of any conflicts.
Monitor and coordinate efforts to improve fundamental Project Management practices and processes to successfully facilitate execution of Transmission capital projects within BPA. Alert stakeholders including the appropriate BPA manager of any risks that may negatively affect the project scope or schedule; provide mitigation recommendations; implement BPA management-approved recommendations/actions.

Position Requirements:

Completion of some advanced studies beyond high school is required.
Associates or a Bachelor’s degree in Business Administration, Management or in a closely-related field is highly desirable.
An Associates degree can substitute for 2 years of related experience and a Bachelor’s degree can substitute for 4 years of related experience (see below).
This is a Level 2 position: 9+ years of business analysis experience is required ( minimum of 7 years with an Associates and 5 years with Bachelor’s degree) including:
2-4 years experience applying methodology to process improvement and optimization efforts across multiple business units within a defined enterprise is required
Proficiency using Microsoft Office 2010 suite of products is required. Candidate must have advanced skills in the creation of Word documents, Excel spreadsheets, and PowerPoint presentations.
Proficiency using the following software is required:
Microsoft Access and Microsoft Project
Microsoft SharePoint
Visio flowcharts
Knowledge of and experience using the ADKAR model for change management is desirable.
Knowledge of the International Institute of Business Analyst (IIBA) or Project Management Institute (PMI) business analysis Body of Knowledge and the applicable professional certification is desirable.

Additional Requirements:

The selected candidate will be required to sign a BPA Non-Disclosure Agreement (NDA) as a condition of the contract assignment.
This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding
RSA token shall only be utilized when conducting work directly related to the API. Any other work is unauthorized. Contract worker is responsible for the safe-keeping of the BPA issued RSA token at all times. If the RSA token is lost or compromised, immediately contact the COTR. All information associated with work performed offsite must be maintained in the BPA network environment. No BPA information will be allowed to be transmitted, stored and created, etc., on the contract worker's personal devices. Contract personnel must follow all BPA and government-wide security, asset management, and cyber security policies and procedures.
Valid State Drivers License is required.
Up to 5% local travel to/from meeting is anticipated
